RULES FOR USING THE "JUDU" APPLICATION
GENERAL PART
GENERAL PROVISIONS
- The rules for using the ‘JUDU’ application (hereinafter referred to as the Rules) establish the procedure for using the ‘JUDU’ application.
- The ‘JUDU’ application can be used in the cities specified in the Special Part of the Rules (hereinafter referred to as the Cities).
- The user of the ‘JUDU’ application confirms that by using the ‘JUDU’ application, they have read these Rules, agree with the conditions specified therein, and undertake to comply with them.
- The Rules are approved and changed by the director of the municipal company ‘Susisiekimo paslaugos’. The Rules may be unilaterally changed at any time in accordance with the requirements of legal acts, changes in the functionality of the software, or other unforeseen circumstances that may affect the operation of the ‘JUDU’ application. Changes are announced in the ‘JUDU’ application and on the website www.judu.lt. The changes to the Rules come into force on the day of their publication. If the user continues to use the ‘JUDU’ application after the publication of changes to the Rules, it is considered that they agree with all the changes.
- By using the ‘JUDU’ application, it is possible to pay for public transport in Vilnius city, local charges for the use of designated paid parking spaces (hereinafter referred to as Local Charge) in the Cities, which is a mandatory fee established by the decisions of the City Councils for vehicle owners (drivers) valid within the territories of the City Councils. It is also possible to pay for parking services in parking lots operated by the municipal company ‘Susisiekimo paslaugos’ (hereinafter referred to as Parking Fee) regulated by barriers (hereinafter referred to as Closed Parking Lots) or parking lots without barriers regulating entry (hereinafter referred to as Open Parking Lots) (hereinafter collectively referred to as Parking Lots).
- The ‘JUDU’ application is allowed to determine the user’s phone number, obtain the user’s location using the Global Positioning System (GPS). When using the mobile internet for the operation of the ‘JUDU’ application, the ‘JUDU’ program uses packet data, which is charged according to the rates of the user’s mobile network operator.
- The creator and manager of the ‘JUDU’ application is the municipal company ‘Susisiekimo paslaugos’ (address: Laisvės pr. 10A, 04215 Vilnius, company code: 124644360, phone: (8 5) 210 70 50, email: [email protected], www.judu.lt) (hereinafter referred to as the Company).
- The ‘JUDU’ application is the property of the Company. Neither the user of the ‘JUDU’ application nor any other party can modify, copy, distribute, or otherwise use the data contained in the ‘JUDU’ application. All rights to the ‘JUDU’ application and its contents are reserved. No content or information contained in the ‘JUDU’ application may be reproduced in any form, made publicly available, distributed, and/or otherwise used. All trademarks presented in the ‘JUDU’ application are the property of the Company or the Company legally uses them.
- The Company, at its discretion, without prior notice, has the right to:
- prohibit the user from using the ‘JUDU’ application for an indefinite period;
- change the design or other information used in the ‘JUDU’ application;
- change the conditions for activating the ticket in the ‘JUDU’ application,
including the duration of the ticket activation.
- A person registering as a user of the ‘JUDU’ application is identified using the email address provided by the user, to which a link for creating a unique password is sent.
- The user can choose one of three login methods in the ‘JUDU’ application settings: by entering an email address and password.
- The user’s account in the ‘JUDU’ application is a shared account with the self-service website https://judu.lt/savitarna.
- The user undertakes to personally use the service of the ‘JUDU’ application, ensure the protection of their login data so that third parties do not learn the password or PIN code. The user must ensure that third parties do not have access to their mobile phone.
INFORMATION ABOUT THE “JUDU” APPLICATION USER
- For the purpose of selling (distributing) tickets for local (city) regular public transport, paying and accounting for the Local Charge/Parking Fee, the Company collects and processes the following data (including personal data) with the user’s consent:
- phone number;
- purchased tickets;
- status of the tickets held;
- ticket activation time;
- passenger control check time;
- name and surname;
- email address;
- account number;
- account billing address;
- vehicle registration number;
- amount paid for the Local Charge/Parking Fee;
- period for which the Local Charge/Parking Fee was paid;
- vehicle parking control check time (for Local Charge and Open Parking
Lots); - Local Charge zone;
- type of payment card, the first six and last four digits of the card number.
- For the purpose of planning the fastest route, the Company processes the user’s location data with their consent. The location data is processed solely for the purpose of planning the fastest route and is not stored.
- The purchased transport ticket, Local Charge fee for the use of designated paid parking spaces, or Parking Fee paid using the ‘JUDU’ application is associated with the user’s account.
- The user is responsible for the accuracy of the data provided.
- The collected data in the ‘JUDU’ application is stored in a form and for periods that allow their use no longer than necessary for the purposes for which these data were collected and processed.
- The Company will only have access to the first six and last four digits of the user’s payment card number. This information is used by the Company to generate a VAT invoice or payment notice as required by the bank. All information regarding the user’s payment card is not stored. The user is redirected to the respective electronic payment providers to whom the user submits their payment card data to complete the order. In this regard, the respective electronic payment providers’ data protection policies apply.
- If the user does not want their personal data to be collected and processed, they must uninstall the ‘JUDU’ application from their mobile phone. Payments for public transport in Vilnius city, Local Charge, and Parking Fee can be made in other ways specified in the links provided in the Special Part of the Rules.
- The data of the ‘JUDU’ application users (gender, age category, city, country) are used for analytical purposes without identifying the users’ identity. The source of these data is the ‘Google’ analytics system, which provides anonymized and aggregated data in the form of statistics that the Company uses for the analysis of the application’s usage.
- The user has the right to request that the data controller allows them to access their personal data, correct or delete it, or restrict the processing of data, as well as the right to object to data processing and the right to data portability. The user also has the right to lodge a complaint with the supervisory authority (State Data Protection Inspectorate).
- The collected personal data in the ‘JUDU’ application are processed in accordance with the Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons concerning the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (General Data Protection Regulation), as well as other applicable legal acts of the European Union and the Republic of Lithuania, and the Company’s rules.
RESPONSIBILITY
- The user of the “JUDU” application assumes full responsibility for using the “JUDU” application.
- The Company, its representatives, and partners are not responsible for any damage that the user may incur as a result of using the “JUDU” application. The Company does not assume responsibility for incorrect actions performed by the user, the operation of the telephone equipment used, communication disruptions, or other obstacles.
TICKET PURCHASE, PAYMENT, AND ACTIVATION PROCEDURE. TICKET
RETURN AND TRANSFER
- The types and prices of public transport tickets in Vilnius city are established by the decision of the Vilnius City Council. Discounts for public transport travel are enshrined in the Law on Transport Discounts of the Republic of Lithuania. The procedure for public transport travel in Vilnius, the duties and responsibilities of the carrier, the driver, passengers, the rights of passengers, and control are established in the Rules for the Carriage of Passengers and Baggage by Buses and Trolleys in Vilnius city, approved by the decision of the Vilnius City Council (current edition).
- Informational material is provided on the website www.judu.lt and in the “JUDU” application.
- Public transport tickets can be purchased in the “JUDU” application using payment cards (Visa, Mastercard) or via online banking.
- The user undertakes to pay the fees associated with the purchase and activation of the ticket (e.g., the fee for the payment order set by the bank or other payment intermediary) at their own expense.
- The user must purchase a ticket before boarding the public transport vehicle.
- The user must ensure that their ticket is properly activated. If the ticket cannot be properly activated, the user must purchase the ticket by other means.
- When activating the ticket in the “JUDU” application, a 15-second ticket activation duration applies, which the user must consider to ensure that the ticket is properly and timely activated. The ticket is not valid until the activation period has expired.
- The activated ticket in the “JUDU” application is linked to the unique phone device in which the ticket was activated and will not be displayed on other devices.
- The user is responsible for the correct selection of the ticket type, ticket activation (considering the ticket activation duration), proper presentation of the ticket for passenger control, and other entered and selected data.
- Multiple identical or different types of public transport tickets can be purchased and activated on one phone at the same time. The purchaser is responsible for the correct selection and activation of ticket types.
- The client can view information about ticket purchases and their activation, and receive a VAT invoice in the “JUDU” application.
- An unactivated (unused) transport ticket can be returned within 14 (fourteen) calendar days from the date of ticket purchase by logging into the customer self-service website at https://judu.lt/isigytu-bilietu-ire-pinigines-lesu-grazinimas. The money for the returned ticket is transferred to the bank account from which the ticket was paid within 30 (thirty) calendar days from the completion of the return procedure.
- In the “JUDU” application system, the client can transfer the desired unactivated ticket(s) from one account to another. The ticket(s) can only be transferred once. Transferred ticket(s) (even if unactivated) cannot be returned. The municipal company “Susisiekimo paslaugos” is not responsible if the client transfers the ticket(s) to the wrong “JUDU” user account or transfers the wrong type of ticket to another “JUDU” user account.
- In the “JUDU” application system, the client can transfer the desired activated ticket(s) from one unique phone device to another (without changing the “JUDU” user account) but not more often than once every 7 days.
LOCAL CHARGE PAYMENT PROCEDURE
- The size of the Local Charge zones, payment procedure, and other information about the use of paid parking spaces in the Cities are regulated by the regulations approved by the City Councils specified in the Special Part of these Rules.
- The user undertakes to pay the fees associated with the payment of the Local Charge in the Cities (e.g., the service order fee applied by Tele2 UAB, Bitė Lietuva UAB, Telia AB).
- The user must ensure that there is a sufficient balance in their account to pay the Local Charge. If the user’s account does not have sufficient funds to pay the Local Charge, the payment of the Local Charge is automatically terminated. The payment of the Local Charge can only be terminated from the same mobile phone from which the Local Charge was paid. If the payment of the Local Charge is not terminated, the Local Charge will be paid until the end of the selected zone’s paid parking time on the same day.
- The “JUDU” application uses a combined Local Charge collection time, so when paying the Local Charge, it is necessary to make sure that the Local Charge is being collected at that time. The Local Charge collection time is indicated by road signs and information boards, so the driver (operator) of the vehicle must follow the road signs and information boards when paying the Local Charge.
- The paid Local Charge does not ensure a parking space and does not reserve it. The paid Local Charge also does not grant the right to park the vehicle in the zone of prohibited road signs or otherwise not comply with the Road Traffic Rules.
- The start time of parking or the start time of vehicle parking is recorded without the vehicle driver (operator) moving away from the vehicle, and the registered time is considered to be the notification to which the vehicle driver (operator) received a positive response. The end time of parking is sent to the vehicle driver (operator) after stopping the service.
- If parking control is carried out during vehicle parking and the user is not allowed to order the parking payment service in the “JUDU” application, the user must order parking after the control ends (approximately 5-10 minutes later).
- The user is responsible for the correct and accurate payment of the Local Charge in the Cities, the selection of the Local Charge zone, the paid parking time, the termination of the payment, the entry of the vehicle registration number, and other entered and selected data, as well as the internet connection required for using the “JUDU” application.
- Due to the use of GPS technology in the phone device, the automatically determined location/selected Local Charge zone when using the “JUDU” automatic location determination function may be inaccurate or this function may not work, so the user must ensure and is responsible for selecting the correct City and Local Charge zone before submitting the order. The municipal company “Susisiekimo paslaugos” is not responsible for the accuracy of the location determined by the GPS in your phone device and the proper operation of the “JUDU” application automatic location determination function for this reason.
PARKING FEE PAYMENT PROCEDURE
- The payment procedure for the Parking Fee and other information about the use of paid parking spaces in the parking lots operated by the municipal company “Susisiekimo paslaugos” (hereinafter referred to as Parking Lots) is regulated by the Rules for the Use of Parking Lots operated by SĮ “Susisiekimo paslaugos” (hereinafter referred to as Parking Rules).
- The user undertakes to pay the fees associated with the payment of the Parking Fee (e.g., the service fee for using the “JUDU” application, which is set by the user’s mobile network operator or the payment institution serving the user’s payment card). The payment method may also be subject to additional terms and conditions applied by the thirdparty payment service provider, so before choosing a payment method, the user should review these terms and conditions.
- The user must ensure that there is a sufficient balance in their account to pay the Parking Fee. If the user’s account does not have sufficient funds, the person must pay the unpaid Parking Fee in accordance with the procedure established by the Parking Rules – at the automatic payment kiosk, etc. In Closed Parking Lots, 15 free minutes are given after payment to exit the parking lot.
- In Open Parking Lots, the Parking Fee is paid immediately after parking the vehicle in the parking space. In Closed Parking Lots, the Parking Fee is automatically calculated (the service is considered ordered) when the vehicle registration number is read at the barrier, and the barrier is lifted to enter the Parking Lot.
- The specific order for the vehicle left in the Closed Parking Lot is visible and can be managed (stopped/paid) from all phone devices (with the “JUDU” application installed) associated with the vehicle registration number. For the security of personal data, all the mentioned phone devices (in the “JUDU” application) indicate that the order is being executed in the Parking Lot without specifying which one. The association of the user’s account with a specific vehicle registration number occurs by entering the vehicle registration number into the “JUDU” application. To cancel the association of the user’s account with a specific vehicle registration number, the vehicle registration number must be removed in the phone device (in the “JUDU” application).
- After stopping the service (by pressing the “Stop” button and sliding “Stop service” in the “JUDU” application), the user of the specific phone device is warned by a separate notification in the “JUDU” application whether they really want to stop the parking service and pay the Parking Fee. If the user of the specific phone device confirms their decision to stop the parking service after the above notification, they are responsible for paying the Parking Fee, and the Parking Fee is deducted from this user. The Parking Fee can be paid not only using the “JUDU” application but also at the automatic kiosk in the Parking Lot if such a possibility exists.
- The client can download an invoice for the Parking Fee in the “JUDU” application after paying with a bank card.
SPECIAL PART
- The ‘JUDU’ application for paying the Local Charge can be used in the following Cities:
- Vilnius city;
- Kaunas city.
- The sizes of the Local Charge zones, payment procedures, methods, and (or) other information about the use of paid parking spaces in Vilnius city are specified in:
- The regulations for the use of paid parking spaces established by the Council, approved by the decision of the Vilnius City Council on July 13, 2011, No. 1-127 (current edition);

- The ‘JUDU’ application for paying the Parking Fee can be used in the parking lots operated by the municipal company ‘Susisiekimo paslaugos’ in Vilnius, which are specified on the website of the municipal company ‘Susisiekimo paslaugos’ www.judu.lt.
- The payment procedure for the Parking Fee, methods, and (or) other information about the use of parking lots operated by SĮ ‘Susisiekimo paslaugos’ are specified in:
- The rules for the use of parking lots operated by SĮ ‘Susisiekimo paslaugos’, approved by the director of SĮ ‘Susisiekimo paslaugos’ (oranother legal act replacing it), which are published on the website www.judu.lt;

- The Parking Fee rates are approved in accordance with the methodology established by the Vilnius City Council. The Parking Fee rates are published in the parking lots and on the website of the municipal company ‘Susisiekimo paslaugos’ www.judu.lt and in the ‘JUDU’ application.
