“Ukrainian Card”
“Ukrainian Card” – a personalized public transport ticket intended for foreigners who have left Ukraine due to military actions by the Russian Federation. The card provides a 100% discount for travel on Vilnius city local regular-route buses and trolleybuses.
The “Ukrainian Card” can be ordered from 1 March. A transitional period – from 1 of March to 31 of August. During this period, the public transport discount will apply regardless of whether the person has a personalized ticket during the trip.
Required documents
During the arrival to the selected card issuance location, bring a valid identity document and a permit for temporary residence in Lithuania issued by the Migration Department (PDF / photo).

Documents required for the “Ukrainian Card”
During the arrival to your chosen JUDU Customer Service Center, you must bring valid documents confirming your identity and your right to temporarily reside in Lithuania:

A permit for temporary residence in Lithuania issued by the Migration Department (in PDF format or a photo on your phone).

About the „Ukrainian Card“
Card price
The "Ukrainian's Card" costs €1.50.
Card activation
The public transport ticket on the card is activated when it is issued at the
JUDU Customer Service Center, so no additional actions are required.
Card validity period
The activated "Ukrainian Card" is valid until and including 31 of December
The free public transport ticket is issued to foreigners who left Ukraine
due to military actions by the Russian Federation and who present a valid
residence permit in Lithuania, including cases where the permit is valid until
31 of December 2026.
On which vehicles is the card valid?
The public transport ticket is valid on all Vilnius city buses and trolleybuses.
This ticket is not valid on intercity buses.
Can I get a “Ukrainian Card” if I am registered in another city in
Lithuania?
A free public transport ticket, upon presenting the required documents, can
be obtained by all foreigners who have left Ukraine due to the military
actions of the Russian Federation, regardless of which city in Lithuania their
place of residence is registered in.

Can the card be topped up with other tickets?
No. The “Ukrainian Card” cannot be topped up with other types of tickets.
Is there a transitional period to obtain a free public transport ticket,
and from when will the discount be granted only with a valid
“Ukrainian Card”?
A transitional period – from 1 of March to 31 of August. During this period,
the public transport discount will apply regardless of whether the person has
a personalized ticket during the trip.
From 1 of September , 2026, the discount will be applied only if you have a
valid free public transport ticket (“Ukrainian Card”), during the trip.
Can I lend my personalized card to a friend, colleague, or family
member?
No. Only the person to whom it was issued may use the card.
Are separate cards issued for children?
Yes, separate personalized “Ukrainian Cards” are also issued for children.
They must provide the same documents as adults:
If I lose the card with the ticket on it, will I be issued a new card?
Yes. The lost card will be blocked and the ticket transferred to a new card.
The price of a reissued card is €1.50. For a lost card, you must contact JUDU
(Municipal Enterprise “Susisiekimo paslaugos”) Customer Service Centers.
