The traffic management system consists of: video surveillance cameras, servers, software, video surveillance devices (monitors).
The video surveillance system allows real-time monitoring of traffic conditions. This enables rapid response to traffic jams and changing traffic conditions, as well as recording traffic accidents and violations of traffic rules.
The Traffic Control Center cooperates with the Chief Police Commissariat (VPK), the Joint Assistance Center (BPC), and the Public Order Division of Vilnius City Municipality regarding traffic incidents and traffic violations detected by traffic surveillance cameras. The video surveillance system is also useful for police officers in determining the circumstances of traffic accidents.
Cameras with number plate recognition have also been installed in Vilnius to identify vehicles without compulsory civil liability insurance and without a technical inspection. This is a preventive measure to deter drivers of vehicles without compulsory civil liability insurance and in poor technical condition, in order to reduce the number of such vehicles on the streets, the pollution they cause, and to increase traffic safety.

Video recordings and other Traffic Management System data are provided to officers of the Vilnius County Chief Police Commissariat and judges of the Republic of Lithuania free of charge upon prior request, and to lawyers in accordance with the Law on the Bar of the Republic of Lithuania.
