Rules for passenger transportation

The rules establish the procedure for traveling by bus and trolleybus in Vilnius, the duties and responsibilities of the carrier, driver, and passengers, the rights of passengers, and the procedure for controlling carriers, drivers, and passengers.
Can I take my bicycle, scooter, roller skates, or skateboard on public transport?
Bicycles may be transported if the vehicle has a specially designated area for this purpose and is marked with a bicycle sign. Passengers must secure their bicycles safely in the vehicle. If this space or the space designated for disabled persons with wheelchairs is occupied, bicycles may not be transported, except in the cases specified in this section. A passenger carrying a bicycle in a specially designated area must give up their place to a disabled person with a wheelchair and get off at the same stop, unless they are not required to get off in the cases specified in this section, when it is permitted to carry a bicycle without securing it.
Except during peak hours (weekdays from 7 a.m. to 9 a.m. and from 4 p.m. to 7 p.m.), bicycles may be transported in all vehicles without being fastened.
Bicycles, scooters, electric scooters, skateboards, roller skates, and other small micro-mobility devices can be transported free of charge.

Fastening of small micro-mobility vehicles
Kick scooters, electric kick scooters with a maximum power output of no more than 1 kW and a maximum design speed of no more than 25 km/h, skateboards, roller skates, and other small micro-mobility devices may be transported in all vehicles without being secured with a special fastening device.
Passengers must transport them folded into the transport position, if the design of the vehicle allows this.
Safe and comfortable travel for all passengers
In any case, bicycles, scooters, electric scooters, skateboards, roller skates, and other small micro-mobility devices may only be transported after ensuring that the vehicle is clean and that its transportation will not interfere with the safe and comfortable travel of other passengers.
If the above condition cannot be met during the journey, passengers carrying bicycles, scooters, or other small micro-mobility devices must alight at the nearest stop, otherwise the ticket inspector or driver has the right to remove them from the vehicle.
Responsibility of the person transporting the micro-mobility device
Passengers carrying bicycles, scooters, or other small micro-mobility vehicles are responsible for any threats to the safety of other passengers and for damage to the vehicle caused by their transportation.
Passengers wishing to transport a bicycle or scooter shall board the vehicle last and may only transport one bicycle, scooter, electric scooter, or other small micro-mobility device in the manner/cases specified in this section.
Passengers carrying micro-mobility devices are responsible for any damage caused to other passengers’ clothing or belongings.
How to travel with your pet?
Any passenger traveling on buses and trolleybuses in Vilnius can transport their pet free of charge in a suitable container, such as a box, bag, etc. However, if travelling with a larger pet that does not fit in any container, it may be transported without one.
Passengers must have documents indicating the pet’s vaccination status, and pets must wear a muzzle (except for dogs for which muzzles are not suitable due to their breed) and be kept on a leash no longer than 0.5 m. These criteria are set out in the Rules for the Carriage of Passengers and Luggage by Bus and Trolleybus in Vilnius.
We remind you that if an animal has soiled the interior of a bus or trolleybus, the passenger transporting it must immediately clean the soiled area. In addition, passengers are liable for any damage caused by their animals to the health, life, property, or peace of other passengers and must compensate for it, as well as comply with the Rules for Keeping Animals in the Territory of Vilnius City Municipality approved by the Vilnius City Municipal Council.


What is important to know about baggage transport?
Passengers are entitled to carry one piece of hand luggage free of charge, the dimensions of which do not exceed 60x40x20 cm or the total sum of which does not exceed 120 cm. The size restrictions do not apply to winter sports equipment and one piece of hand luggage carried by schoolchildren or students that is necessary for their studies.
Passengers who have purchased an additional single ticket (full price) may carry:
- Hand luggage larger than 60x40x20 cm or with total dimensions exceeding 120 cm, provided that it does not obstruct other passengers, cause a nuisance, or soil the seats or clothing of other passengers.
- A second piece of hand luggage, the dimensions of which do not exceed 60x40x20 cm or whose total dimensions do not exceed 120 cm.
Rules for the carriage of passengers and their behavior on inland waterways

The ship’s captain is responsible for passenger safety. He is the highest-ranking member of the crew, supervising order and ensuring everyone’s safety during the voyage. However, it is important that passengers follow the rules: behave responsibly, do not engage in prohibited activities, and do not endanger themselves or others.
