Sustainable Urban Mobility Plan
The Sustainable Urban Mobility Plan (SUMP) is a document of more than 1,000 pages, prepared by 16 institutions and organisations, involving numerous specialists and experts. It also summarises the habits and opinions of residents who took part in meetings and discussions held during the preparation of the plan, as well as survey results and traffic monitoring data.
Therefore, we can confidently say that many residents of Vilnius have already contributed to creating smoother and more balanced mobility in the city.
The SUMP is a practical, long-term roadmap of interconnected actions. Based on this plan, mobility systems, public and green spaces, roads, pathways and bypass routes will be redesigned and adapted both now and in the future. It covers all areas related to getting around the city and its surroundings.
This plan is about mobility in the city—vehicles, infrastructure and the environment—but above all, it is about people and making it convenient for them to move around.
COMMON VISION

The City of Vilnius vision for 2030
The vision “TRAVELLING IN VILNIUS IS FUN, SAFE AND CONVENIENT!” is reflected in three key goals to be achieved by 2030:
Improve the quality of travel, shorten travel time, and make every trip a pleasant experience.
Reduce the negative environmental impact of travel.
Reduce the overcrowding of city spaces by cars.
GOAL

All of this is aimed at helping us move faster and more smoothly—regardless of the mode of transport we choose.
The goal is to encourage and enable Vilnius residents to choose alternatives to the private car, and for those who do use a car, to promote more conscious driving habits—carpooling with colleagues, sharing rides with family members, avoiding short trips that could be made by bicycle or on foot, and combining trips, for example by leaving the car at a Park & Ride facility and continuing by public transport.
CONDITION

In creating smoother and more sustainable mobility, we implement not isolated measures, but comprehensive solutions. The city will move forward by introducing changes while taking everyone into account—so that sharing, diversity and convenience become the defining features of Vilnius’ mobility landscape.
The measures introduced will not take away convenience from certain road users or a particular mode of transport. Instead, we aim to create a fair balance and encourage a natural willingness to try more sustainable ways of travelling and to change habits, especially for those who have so far relied only on the car.
