Resident parking permit limits and concessions

Vehicle owners (drivers) whose declared place of residence is in a toll zone and who have a valid driver’s license can purchase a resident parking permit issued by SĮ “Susisiekimo paslaugos” after paying the established local toll.
Vehicle owners (drivers) who have declared their place of residence in a residential, creative workshop, or recreational facility registered before December 31, 2017, located in a toll zone (in accordance with the Regulations on Local Tolls for the Use of Paid Parking Spaces Established by the Council, approved by Vilnius City Council Resolution No. 1-127 of July 13, 2011 and subsequent amendments), after paying the established local fee, may purchase the first and second resident parking permits issued by SĮ Susisiekimo paslaugos.
Please note that resident permits are issued for a specific address – one first and one second permit may be issued, regardless of how many people have declared their place of residence at the same address. If the first permit has already been issued for a specific address, the next permit can only be the second one.

Territories of validity
The territory of validity of the permit is determined according to the address of the person’s declared place of residence. For example, if the place of residence is declared on Klaipėdos Street, the permit issued to the resident is valid in territory 5.
At the request of the resident, an adjacent area may be selected in relation to the place of residence when the nearest paid parking spaces are in the adjacent area.
A resident permit is valid only in a specific designated area; a resident permit does not grant the right to park a car free of charge throughout the toll zone, in private car parks (including those managed by JUDU), or in areas marked with “No Stopping,” “No parking” and “Reserved parking space” signs, or otherwise violate traffic rules (failure to comply with parking regulations, etc.).
