New: White Zone
White zones are all areas of the city that are not marked with other colors. In such areas, communities can take the initiative to propose the introduction of a white zone charge in their yard.
This decision has two benefits: it allows residents to use the parking lot near their homes more conveniently, and the funds collected from parking will be directed to the Neighbourhood Program, i.e., they will be used to improve the infrastructure of the living environment (courtyards).
Once the decision to tax these white zone areas has been made, a fee of €0.20 per hour will be charged. Residents in this zone can obtain permits: the first permit is free of charge, and the second costs €6 per month.
To introduce a local toll in your yard, community representatives (community chairperson or building administrator) must:
- Voting procedures must be organized and decisions made in accordance with Article 4.85 of the Civil Code of the Republic of Lithuania and Order No. D1-251 of the Minister of the Environment of the Republic of Lithuania (on voting procedures).
- Organize a vote on the introduction of a local toll in the courtyard of an apartment building. All apartment owners who border the courtyard where the white zone is to be introduced must participate in the vote.
- Write a free-form request to the municipal company Susisiekimo paslaugos (by email: [email protected]);
- Add the minutes of the meeting, which would include the decision of all owners of apartment buildings directly adjacent to the courtyard to approve the fee;
- Ensure that the yard is not on a formed plot.
Important information for electric vehicle drivers
Electric vehicles (without internal combustion engines) that have been issued with an electronic electric vehicle permit in accordance with the established procedure are not subject to local tolls.*
*From July 1, 2025, parking electric vehicles in the blue toll zone will be free for the first hour of parking when an electronic electric vehicle permit is issued, the second hour of parking will cost €3.50, and from the third hour onwards, €4.00 per hour. The blue toll zone for electric vehicles will also be subject to taxation 24/7.
Please note that to take advantage of the first free hour in the blue zone for electric vehicles using the m.Parking app, you must:
- Add the vehicle’s license plate number and select the vehicle type “Pure electric vehicle”;
- If you have already added your car, select “Edit” and choose “Pure electric vehicle” as the vehicle type.
Please note that parking must be activated immediately after parking your car. After 60 minutes, parking will automatically become chargeable: the second hour – €3.50, the third and subsequent hours – €4.00 per hour.
